I am writing this reference letter on behalf of Mr. Vaughan Carlson of
VALUE Engineering. For one year now, I have been the supervisor of a Test
Engineering department here at ADTRAN that has utilized the services of
Vaughan's company. I can sincerely offer the highest praise for Vaughan's
personal character and integrity, his commitment to quality work, his
company's consistent record for on-time delivery of test programs, and
his ongoing efficiency improvement efforts (which have resulted in significant
ongoing cost reductions to ADTRAN). Vaughan's company has provided in-circuit
test (ICT) program development to ADTRAN for many years now (long before
I joined the ADTRAN management team). This is one example of how ADTRAN
is effectively utilizing outside contractors/consultants in selected areas
